Advisory bodies The Drugs Technical Advisory Body (DTAB) is a technical body with the Director General of Health Services as the chairman and Drugs Controller of India as the member-secretary. It has to be consulted before any rule is amended or introduced. The members of the committee include officials and non-officials representing the industry, medical professionals and traders. Traders include both retail and wholesale chemists. Similarly representatives from industry include large scale, small scale and government undertakings. The main objective of the advisory committees is to ensure availability of essential drugs in rural areas. Administrative measures India has a federal structure of government and drugs fall in the concurrent list. Therefore, both the Central and State Governments have power to enact legislation relating to drugs. Although the Drugs and Cosmetics Act is a central legislation, the responsibility for enforcing the provisions of the Act is divided between the Central and State Governments. The Central Government is concerned with laying down regulatory measures and standards for drugs, granting approval for the import or manufacture of new drugs and maintaining control over the quality of imported drugs. The Government of India has established a Central Drug Control Organization which is headed by the Drugs Controller of India.
